Why are some parts of the questionnaire locked?

Our questionnaire allows multiple users to work on it at the same time. However, each page (all the pages gather several questions) can be answered by up to 1 user per time. If certain questions are locked (i.e. appearing in red with the mention "locked" visible on the left navigation panel) this means that they are currently being answered by another user.
